Pro Eleven Sanction Policy
1. Types and Duration of Sanctions
Types of Sanctions
Chat Mute — Game access is permitted, but all chat (general, team, club, whisper) is blocked.
Game Ban — Game access itself is blocked.
Permanent Ban — All related accounts are permanently banned through comprehensive tracking of Steam ID, HWID, IP, and payment information. Not automatically lifted.
Account Deletion — In addition to a Permanent Ban, all data bound to the account — including the character, items, club, match records, fame, points, and held currency — is permanently deleted. Such data is not recoverable, and no data shall be transferred even if the same individual creates a new account.
Cumulative Stages (applied to stage-based violations)
Warning : Chat Mute 1 day
1st offense : 1–3 days
2nd offense : 7–15 days
3rd offense : 30 days
4th or more : 365 days
Stages may be skipped depending on the severity of the violation, and the Operations Team may impose the maximum sanction immediately at its discretion.

2. Major Violations — Immediate Maximum Sanction
The following acts are subject to the maximum sanction immediately without staging, accompanied by legal action.
Hacking/Cheating
Hacking, external programs, memory manipulation, packet forgery, and all other forms of misconduct.
→ Immediate Game Ban 365 days + legal action. Creators and distributors are subject to immediate criminal complaint.
Macros/Automation
Use of macros, bots, auto-input programs, or any other automation tools.
→ Immediate Game Ban 365 days + legal action. Creators and distributors are subject to immediate criminal complaint.
Unauthorized Extraction and Distribution of Game Assets
Acts of extracting the Game's code, data, assets, balance values, images, or sounds from build files, memory, network, or other sources, or distributing, sharing, or selling them externally (Discord, wikis, communities, social media, video platforms, etc.).
→ Immediate Permanent Ban + legal action. Aggravated penalties apply where the act is for commercial purposes or involves the creation or distribution of extraction tools.
※ Organizing information observed through normal play (guides, reviews, opinion pieces, videos) is not covered.
Exploits / Bug Abuse
Acts of knowingly exploiting system flaws or bugs to obtain unfair advantages.
→ Immediate Game Ban 365 days. Unfairly obtained items shall be recovered, and civil claims may be filed where damages occur.
※ Users have the duty to immediately report any bugs discovered to the Operations Team.
Match-fixing
Collusion, intentional losses, point trading, intentional draws, or other manipulation of match results.
→ Immediate Game Ban 365 days. All involved parties receive the same sanction. Season points for the affected season are reset. Repeat offenses result in Permanent Ban.
Multi-accounting
Operating multiple accounts for the purpose of evading sanctions or obtaining unfair advantages.
→ Immediate 365 days for all related accounts. Where evasion is confirmed, the sanction period on the original account restarts. Repeat cases result in Permanent Ban.
Doxxing
Acts of disclosing another User's real personal information — such as real name, address, contact details, photographs, or social media accounts — in chat or externally.
→ Immediate Permanent Ban + legal action. The victim is informed of the procedure for claiming damages.
Payment Fraud and Refund Abuse
Manipulation of the payment system, abuse of chargebacks, fraudulent payments, etc.
→ Immediate Permanent Ban + legal action (Article 347 of the Korean Criminal Act — Fraud).
Server Attacks and Obstruction of Operations
DDoS attacks, traffic overload, interference with operational systems, or other acts that impair the normal operation of the Service.
→ Immediate Permanent Ban + legal action.
Impersonation of Staff
Impersonating operations staff or administrators to cause confusion or obtain unfair advantages.
→ Immediate 365 days + criminal complaint for fraud (Article 347 of the Korean Criminal Act).
Criteria for Application of Account Deletion
In the following cases, all data bound to the account (character, items, club, match records, fame, points, held currency) shall be permanently deleted together with the Permanent Ban. Deleted data is not recoverable for any reason.
a. Accounts Permanently Banned for hacking/cheating or macros/automation
b. Accounts Permanently Banned for unauthorized extraction and distribution of Game Assets
c. Accounts Permanently Banned for payment fraud and refund abuse
d. Accounts Permanently Banned for repeated match-fixing offenses
e. All related accounts where multi-accounting for the purpose of sanction evasion is confirmed
f. Where circumventing-connection attempts are confirmed after a Permanent Ban
※ Unfairly obtained items (items, currency, fame, match records, etc.) may be recovered prior to deletion and used for victim compensation and season settlement.

3. Stage-based Violations — Stages Escalate with Recurrence
Verbal Abuse / Unsportsmanlike Conduct
Profanity, personal attacks, discriminatory remarks, and language or behavior that causes discomfort to the opponent.
→ 1st offense: Chat Mute 1–3 days / Repeat offenses: Game Ban applied
Harassment of Specific Users (Stalking)
Persistently following a specific individual to interfere with their play, repeatedly targeting them with tackles in every match, repeatedly attacking them in chat, and other stalking-like behavior.
→ 1st: 7 days / 2nd: 30 days / 3rd: 365 days
※ In severe cases, immediate 365 days + legal action (Stalking Punishment Act) may proceed in parallel.
Impersonation (General Users)
Impersonating another User to cause confusion or obtain unfair advantages.
→ 1st: 30 days / 2nd: 365 days
Intentional Team Sabotage
Acts that intentionally disadvantage one's own team (own goals, inducing intentional ejection, deliberately blocking passes, etc.).
→ 1st: 3 days / 2nd: 15 days / 3rd: 365 days
Trolling
Repeated acts that cause discomfort to multiple players.
→ 1st: 3 days / 2nd: 15 days / 3rd: 365 days
Griefing
Acts that interfere with the progress of the game (intentional inaction, deliberately holding a wrong position, inducing intentional defeat).
→ 1st: 1 day / 2nd: 7 days / 3rd: 30 days / 4th: 365 days
Chat Spam
Detected automatically by the system — 3 or more consecutive transmissions within 5 seconds, or 3 repetitions of the same message within 10 seconds, results in a 1-minute automatic block.
→ Persistent spamming results in an additional Chat Mute sanction.

4. Tracking and Data Records
All sanctions are applied based on comprehensive tracking of the following information:
Steam ID, HWID (hardware identifier), IP address, payment information, behavioral logs, and friend/club relationship network
Even when the User attempts to circumvent restrictions by any means — including VPN, virtual machine, a different PC, or an account in a family member's name — if the User is determined to be the same individual through comprehensive analysis of behavioral patterns, payment information, and relationship networks, the same sanctions shall be applied to all related accounts.
Data Records
All chat and game-related actions occurring in Pro Eleven are permanently recorded on the server and may be used as evidence in the event of disputes. Records of deleted chats or withdrawn accounts are likewise retained for the statutory retention period.
Even where the Account Deletion sanction is applied, only the in-game display data (character, items, match records, etc.) is deleted; data required for sanction tracking and the preservation of legal evidence — including chat logs, behavioral logs, payment information, HWID, and IP — is retained separately for the statutory retention period. Account Deletion therefore cannot serve as a means of evading tracking.
Even if the User ceases playing the Game, legal responsibility for any violation does not disappear.

5. Legal Action
The Pro Eleven Operations Team does not stop at in-game sanctions.
Depending on the severity of the matter, the following acts may be subject to criminal complaints and civil lawsuits filed with investigative authorities:
Unauthorized access, reverse engineering, memory dump, or packet manipulation against the client/server
→ Article 48 of the ICN Act / imprisonment for up to 5 years or a fine of up to KRW 50 million
Unauthorized duplication and distribution of Game Assets
→ Article 136 of the Copyright Act / imprisonment for up to 5 years or a fine of up to KRW 50 million
Trade Secret Infringement (balance values, algorithms, etc.)
→ Article 18 of the Unfair Competition Prevention and Trade Secret Protection Act / imprisonment for up to 10 years or a fine of up to KRW 500 million
Server attacks and obstruction of operations
→ ICN Act + Article 314 of the Korean Criminal Act (Obstruction of Business) / imprisonment for up to 5 years or a fine of up to KRW 50 million
Payment fraud and refund abuse
→ Article 347 of the Korean Criminal Act (Fraud) / imprisonment for up to 10 years or a fine of up to KRW 20 million
Unauthorized collection and distribution of personal information
→ Personal Information Protection Act (PIPA) / imprisonment for up to 5 years or a fine of up to KRW 50 million
Stalking and threats
→ Stalking Punishment Act / imprisonment for up to 3 years or a fine of up to KRW 30 million
Cooperation Framework
To identify violators, the Operations Team actively cooperates with the following entities:
Cyber Investigation Units, Valve (Steam), Discord, Google/YouTube, telecommunications carriers, payment processors, and the Korea Copyright Protection Agency
Anonymity, pseudonyms, or hiding behind a nickname provides no shield against tracking.
Civil Claims
a. Claims for damages where harm has been caused to the in-game economy or to operations
